Aperture priority and matrix metering.  

As with all low light photography, I mounted the camera on a tripod, used a cable 
release and mirror lockup.

Bracketed the shots and chose the exposure that I like the best.  

Adjusted the white balance with Adobe Camera Raw processor to 4600K.

I lightened the sky in post processing with Photoshop curves to bring out the blue.

The unadjusted sky, though blue, was so dark to the point of almost being
black.

I'd like to reshoot this on a different evening, from higher up on the hill.

A higher location will block out the row of cars parked on the street and 
expand the background view of the city skyline.

So many people take this photo, there are circular dead spots on the grass from 
overuse by photographers and sightseers.  

Nonetheless, I like having my own shot.
